Acts and Joint Resolutions of Congress:
  1. December 21, 1861: Authorized the Navy medal for "petty officers, seamen, landsmen and Marines."
  2. July 12, 1862 (JR): Authorized the Army medal for enlisted men.
  3. March 3, 1863: Amended JR of July 12, 1862, to include officers and provide for past and future deeds of distinguished service in action.
  4. May 2, 1896 (JR): Authorized new ribbon and a rosette to wear in lieu of the decoration.
  5. March 3, 1901: Authorized awards to Navy and Marine Corps enlisted for distinguished service in battle or heroism in line of profession.
  6. April 15, 1904 (JR): Authorized the issue of duplicate medals where the originals have been lost or destroyed.
  7. September 20, 1905 (Executive Order): Requires formal presentation of all Medals of Honor.
  8. April 23, 1904: Authorized new design for the Army medal.
  9. February 27, 1907 (JR): Canceled requirement that old medal must be turned in.
  10. March 3, 1915: Authorized the medal for Navy, Marine Corps and Coast Guard officers for distinguished service in battle or heroism in line of profession.
  11. April 27, 1916: Established the Army and Navy Medal of Honor Roll.
  12. June 3, 1916: Directed investigation and review of the Medal of Honor list.
  13. July 9, 1918: Clarified conditions of award for the Army medal and established other decorations. (This Act started the "Pyramid of Honor")
  14. February 4, 1919: Authorized a new Medal of Honor for persons in the naval service distinguishing themselves in combat and establishing other decorations.
  15. August 7, 1942: Abolished the "Tiffany Cross" medal (naval service combat award) and restored the 1862 design, to be awarded to any person in the naval service for heroism and line of profession.
  16. August 4, 1955: The Medal of Honor Legion was incorporated by the Congress (Now known as the Legion of Valor of the United States of America)
  17. July 6, 1960: Established the Air Force Medal of Honor .
  18. July 25, 1963: Enlarged the authority to award Medals of Honor by specifying more conditions of conflict, and made the award requirements uniform for all the U. S. armed forces.
  19. 1994 Violent Crime Control and Law Enforcement Act (Title 18 U. S. Code, Sb. 704): Prohibits the selling or trading, or bartering of "Congressional" Medals of Honor, and its ribbon bars, or rosettes. It is untested as to whether the Medal of Honor may be given to someone else by the recipient or their survivors.
